I must place on record,
my sincere appreciation to the Chairman and Members of the past Commission whose
tenure ended on 29th September, 2004, for their excellent
performance. Within the period, the Commission produced a Revenue Allocation
Formula which to my mind is fair and just to all tiers of Government, and which
I promptly submitted to the National Assembly, in keeping with the provisions of
the 1999 Constitution of the Federal Republic of Nigeria, with minor amendments,
which I considered to be in the national interest. Secondly, the Commission
worked tirelessly and submitted reports to Government on External Debt
Management, Remuneration Package for Political/Public Office Holders,
Diversification of the Nigerian Economy, Disputed oil wells among others. It is
my hope that the present Commission will build upon these achievements and
perform even better.…. I note and appreciate the effort of the Commission in
organizing the National Seminar on the subject in April 2004. Since that
seminar, this Administration has doubled its efforts at encouraging additional
revenue earnings from sectors, other than oil.

The Commission has
performed exceedingly well in its first tenure in its constitutional
responsibilities, especially in the area of monitoring and advisory roles. Even
though we may disagree on occasions and later agree, constructive criticism is
good for democracy and that is why I believe on continuity of good programmes
and policy.

The National Assembly
share many things in common with the Commission in designing programmes that
will benefit the populace. We believe that a sustain relationship with the
Commission will bring about the quick passage of the proposed Revenue Allocation
Formula. We are very proud of the activities of the Commission in the last five
years.

controversial in some of its assignment, we believe there is the need for
adequate information on our roles for better public understanding.

I will mince no words to
congratulate you all on your appointments to serve the Country in this
all-important Commission. In particular, the re-appointment of the Chairman and
eight Commissioners for a second tenure, is a demonstration of the confidence
the President and indeed the entire Nation have on the Commission. In reviewing
the performance of the Commission since its establishment, it could be observed
that it has indeed contributed tremendously towards shaping the distribution of
our scarce resources.

I must commend the
Commission for its courage and consistency in the campaign for probity
and accountability on revenue and fiscal issues of the Federation. The
nation is proud to have the Commission as a watchdog on all sources of
revenue to the Federation Account.
