PROFILES OF MEMBERS OF

REVENUE MOBILISATION ALLOCATION AND FISCAL COMMISSION 

CHAIRMAN

Engr. Hamman A. Tukur mni, OFR

Engr. Hamman A. Tukur was born on January 24^th, 1942 in Adamawa State. He attended various schools at home and abroad and has a B. Sc in Physics and a M.Sc in Electrical Engineering.

He started his work career at Consolidated Tin Mines, Jos before moving to the academia as a Lecturer at Kaduna Polytechnic. He was Head of Department of Electrical/Electronics before he became the Rector of Kaduna Polytechnic. From the academia the Federal Government appointed him Managing Director, National Electric Power Authority, NEPA; Director-General, Federal Ministry of Mines, Power and Steel and later Director-General, Federal Ministry of Petroleum Resources.

Engr. Tukur who has received several awards and commendations from groups and credible institutions, is a Member, Institute of Strategic Studies, Kuru; Fellow Nigerian Society of Engineers; Fellow, Yaba College of Technology and Member, Institute of Electrical Engineers (England). He is Officer of the Federal Republic (OFR) amongst several other honours.

Engr. Tukur left a mark in the various places he was privileged to serve but it was probably in the RMAFC that his impact was most felt across the nation. Some of the success stories of the Commission he led include:

· Formulation of acceptable, fair and equitable revenue formula for the benefit of the 3 tiers of government.

· Recommendation of the policy of monetisation of public officer’s pay which drastically minimized public wastage of resources.

· Determination of disputed oil wells in the Niger Delta leading to a reduction of tension and hostilities.

· Monitoring of all sources of revenue to the Federation from oil and non-oil sectors resulting in significant improvement in accruals to the Federation Account.

It was while on retirement that the Federal Government appointed him Chairman of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) in 1999 and re-appointed him for another 5 year term in 2005

ABIA STATE

Nwadiala (Bar.) Emeka Wogu

Born on 29^th, January 1965 at the Queen Elizabeth Hospital Umuahia, Nwadiala, Abia State, Emaka Wogu attended elementary school between 1971 and 1975 before proceeding to Holy Ghost College, Owerri (1975-1978) and Ngwa High School, Aba (1978-1980) passing out with a WASC.

Barr. Wogu was at the Imo State University (1982-1986) obtaining a LLB (HONS), Nigerian Law School (1986-1987) obtaining a BL (HONS) and obtained his MPA at the University of Calabar (2001-2002). He also attended an International Seminar on Alternative Dispute Resolution in 2002 and is at present undertaking a part time Masters Programme in International Relations. He was Vice-Chairman, Aba South Local Government (1991-1993), Chairman, Aba South (1993) and Member, Federal House of Representatives (1998). He was appointed Special Adviser (Political) to governor of Abia State (June-Nov. 1999)

Bar. Wogu has been a Director of several companies since 1990 and established Emeka Wogu & Co in 1990. He holds several traditional titles across the country including, Omezuru of Ohazie (1992), Kpakpandu of Aba, Nwadiala of Aba and Amulutto of Oshogbo (2002). He is also a member, Nigerian Institute of Management (MNIM) and Aba Sports Club in addition to being a member of various cultural organizations including Ohaneze.

Bar. Wogu who is married to Oyabebefa and has a daughter loves Golf, Reading, Traveling and Arts. He was appointed a Federal Commissioner in the RMAFC in July 2000 and was re-appointed for another 5 year term in 2005.

ADAMAWA STATE

Nathan Elias

Born on September 5^th, 1938, in Lamarde LGA of Adamawa state, Nathan Elias, attended Lamurde Primary School (1945-1949), Numan Training School (1949-52) and Government Trade Center, Bukura, for his Electrical and Trade Test Certificate (1957) before proceeding to the University of Ibadan for an Advanced Diploma in Public Administration.

Elias joined the E.C.N (now NEPA) as Installations Inspector Grade III in 1958 and rose to the position of Senior Installation Inspector in 1961. He was Acting Mains Engineer and later Acting Engineer Incharge during Commissioning of the Owerri and Gusau Undertakings before retiring in 1973. He was also Electrical Engineer, BIRMA General Supplies and Santana Furniture Factory (1973-1976), Maintenance Officer, NECAS (now University of Maiduguri) and Chairman, N.E.W Ltd (1979-1980)

In politics Elias has had an engaging experience. He was Gongola Sate Treasurer (NPN), Gongola State Vice-Chairman (NPN) and Liaison Officer, National Assembly (NPN). He was also Chairman Savannah Sugar Company between 1980 and 1982 and headed for the Constitutional Conference in 1993. Between 1995 and 1996 he was a member of the State, Local Government Creations and Boundary Adjustment Committee.

Nathan Elias was Nigeria’s Ambassador to the Republic of Ireland from 1999 to 2003 and was appointed to the RMAFC in May 2005. He has interests in International, Humanitarian and Religious Activities.

AKWA IBOM STATE

Rev. (Dr.) Efanga O. Inyang JP

Rev. (Dr.) Efanga O. Inyang, JP, was born in Akwa Ibom State on 8^th August 1942. He attended Marshall University, Huntington, USA; North Texas State University (Now University of Texas) USA; Lagos Theological University, USA and Pan African University. Some of his academic qualifications include: BA, MA and PhD. He also attended several training programmes at home and abroad on Accounting, Taxation, Budgeting, Financial Management and Theology.

He has wide experience in the civil service where he was Director Budget in Cross River State and later in Akwa-Ibom State where he rose to Director-General, Budget and Planning. He was a Financial Management Consultant before his appointment as a Federal Commissioner in Revenue Mobilisation Allocation and Fiscal Commission in 1999. As a Reverend gentleman, his church title supersedes all other chieftaincy titles conferred on him in the past.

ANAMBRA

Samuel Nwigwe Nnebe-Agumadu

Born on 21^st June 1942 at Awka, Awka South LGA of Anambra State, Nnebe-Agumadu attended St. Pius Secondary School Bodo, Ogoru (WASC, 1956-60); Holy Ghost College, Owerri (HSC, 1961-62); University of Lovanium, Kinshasa, Democratic Republic of Congo, DRC (Diploma Course, French, 1963-65); University of Lovanium, Kinshasa, Congo, DRC (B.Sc Commerce and Finance, 1968) and University of Lovanium, Kinshasa, DRC (M.Sc Commerce and Finance, 1969).

He started his working career with INADES and served in various capacities in many countries in East Africa. He was in charge of the Institute’s programme for Anglophone countries before he left for the African Development Bank (ADB). He rose to the rank of Director of Operation and later to Director Regional Representative to North Africa. He was also Managing Director, IGRAM Import Export, Abidjan, Cote D’Ivoire. He was also in the team of the African Institute for Economic Analysis, Enugu, that were consultants hired by the European Investment Bank through ECOWAS to do a study on Resource Mobilization for ECOWAS Bank for Investment and Development (EBID), 2005.

Samuel Nwigwe Nnebe-Agumadu was appointed Federal Commissioner, RMAFC in May 2005.

BAUCHI STATE

Alhaji Ahmad Iliyasu

Born in 1952 in Misau Bauchi State, Alh. Ahmad Iliyasu attended Institute of Administration, ABU Zaria for a Diploma in Accounting (1976-1978). He was also at the Institute of Business Administration, London, where he received a HND, a Postgraduate Diploma and an MSC in Business Administration accomplishing all between 1981-1986. He also undertook further training in Accounting, Industrial Relations, Credit Accounts and Economics.

Alhaji Ilyasu started his working career with the Nigeria Railway Corporation, Bauchi in 1972. He worked in various organizations including STEYR Nig Ltd in various top positions and SILABS LTD where he was the Managing Director. In February 1994 he was appointed Hon. Commissioner for Finance and Economic Development, Bauchi from where he moved to the Ministry of Agriculture and Water Resources. He later went back to SILABS Nigeria Ltd in 1997 as Executive Chairman from where he was appointed Director, Nigeria Deposit Insurance Corporation and Director Afro-Luck Nig.

Alhaji Ilyasu who bagged Honorary Fellowship Doctorate of the Institute of Journalism and Management, Enugu, is a member of various professional bodies, including Institute of Business Administration London, Nigeria Institute of Management (MNIM), National Accountants of Nigeria (CNA) Institute of Directors (IOD) and Institute of Cost and Management Accounting (MICMA).

He was appointed Federal Commissioner, Revenue Mobilisation Allocation and Fiscal Commission in November 2001.

BAYESA STATE

Mr. Dambo Nimiteimbofa

Mr Dambo Nimiteimbofa was born on September 6^th 1962 in Nembe, Bayelsa State. He attended Nembe National Grammar School, Nembe (1975-1977); Ansar Ud-deed Grammar School, Lagos (1977-1980); Federal School of Arts and Science (1981-1982) and University of Port-Harcourt where he bagged B. Sc. Economics in 1987.

He has attended several seminar and workshops on export procedure, credit analysis, treasury management and export finance among others. He also has to his credit research works which include “The Impact of Nigeria’s Membership of OPEC on the Nigerian Economy,” “Oil and Agriculture: Partners in Development” and Monetary Policies in the 80s”

Mr. Dambo was appointed Senior Officer Pan African Bank Limited (1989-1992); Asst. Manager, Treasury and Money Market Operations, Areta Finance and Security Limited (1992-1993); Chairman, Project Monitoring and Implementation Committee, Brass Local Government Council, Bayelsa (1997-1998); Press Secretary to Chairman Nembe Local Government Council (1998) and Manager Octopus Clan Nigeria Limited.

He was appointed Commissioner, Ministry of Commerce, Industry and Tourism and later Ministry of Agriculture and Natural Resources in Bayelsa State between 2001-2003. He joined the Revenue Mobilisation Allocation and Fiscal Commission as a Federal Commissioner in 2002.

BENUE STATE

Asema Richard Iyorear

Asema Richard Iyorear was born on 15^th February, 1955 in Tse-Ukange Village, Nyieve District, Guma LGA of Benue State. He attended both his primary and secondary schools in Jos, Plateau State, before proceeding to College of Education, Katsina-Ala and obtained a National Certificate of Education (NCE) in 1979. He also earned a B.Ed (Hons) from the University of Jos in 1984 and a Masters in Education (M.Ed) from the University of Ibadan in 1990.

He started his public career as a Chief Monitoring and Evaluation Officer (NPEC) in 1994 and rose to the position of Deputy Director, Monitoring and Evaluation (UBE) in 2002. He had also held various positions of responsibility including; Student Union President, College of Education, Katsina-Ala; Member, Benue State Task Force on Environmental Sanitation and Makurdi Zonal Coordinator, Universal Basic Education Programme (UBE).

Iyorear who has reading and traveling as his best hobbies has bagged many honours among which is Winner, JF Kennedy Memorial Essay Contest (1978) and was appointed Federal Commissioner in the Commission in May 2005.

BORNO STATE

Alhaji Mala Alamai

Alh. Mala Alamai was born on the December 13^th, 1940 in Maiduguri, Borno State. He was educated at Kaduna Polytechnic (1961-64); South-Eastern London Technical College (1965-66) and Willesden College of Technology (1966-70). He also holds a Certificate in Building Construction from the City and Guilds Institute, London and another Certificate on Quality Surveying from the Royal Institute of Chartered Surveyors, London. He was Chairman, Nigerian Students Action Committee in United Kingdom.

His working career includes stints as: Asst. Technical Officer (Building), Northern Nigeria Ministry of Works and Housing, Kaduna (1960-66); Pupil Quality Surveyor, North-Eastern State, Ministry of Works and Housing (1971-73); Quality Surveyor/Director of Songhai Limited, Kaduna (1973-1979); Deputy Chairman/Chief Executive, Songhai Limited (1980-96) and Chairman/ Chief Executive Songhai Limited (1996).

Other appointments held by Alamai include: Commissioner, Ministry of Trade, Industries and Co-operative and that of Local Government and Social Development Borno State (1976-79); Chairman, Borno State Rural Electrification Board (1984-85); Chairman, National Republican Convention (NRC 1990-91) and Director, Warri Refinery and Petrochemical Company (1989-93).

Besides being Chairman and Director in several banks at various times, he was also Commissioner, Independent National Electoral Commission in Rivers and Gombe States between 1999 and 2002.

He was appointed as a Federal Commissioner in the RMAFC in 2002.

CROSS RIVER

Emmanuel Nsa (ESQ)

Mr. Emmanuel Nsa was born on the 15^th of May 1964 and attended Duke town Primary School, Calabar (1970-1975) and the West African People’s Institute (WAPI) between 1975 and 1980.

Mr. Nsa obtained a B.Sc in Mathematics/Statistics, Postgraduate Diploma in Management and a Masters in Business Administration all from the University of Calabar between 1987-2000. He started off as an Assistant Clerical Officer, Ministry of Youths, Sports and Culture (1980). He was Senior Clerk with the Merchantile Bank of Nigeria Ltd; Assistant Credit Manager, Xpress Investment Ltd and Managing Director, Asan Express Investment Ltd.

Mr. Nsa’s stints in public service started in 1993 as a Member of the Board of Cross Lines Limited. He was State Secretary – People’s Democratic Party of Nigeria, Cross River State (1996-1998); Special Adviser to the Governor on Budget and Economic Planning (1999-2003); Chairman Cross River State Planning Commission; Chairman, Cross River State Tenders Board (2001-2003)

He was also Chairman, Central Planning Committee for the Inauguration of Government of Cross River State (1999); Chairman, Central Planning Committee for the visit of President Olusegun Obasanjo to Cross River State (2002) and Chairman, Monitoring and Supervision Sub-Committee for Miss World Beauty Pageant (2002)

Mr. Nsa has received several Awards and Honours including: Certificate of Excellence from Esop Ndito Esit Edit; Outstanding Millennium Leadership Award by the Good Nieghbours Association, Calabar and Award of Excellence by the Rotaract Club of Polytechnic, Calabar.

Mr. Emmanuel Nsa was appointed Federal Commissioner RMAFC in 2002.

DELTA STATE

Maj. Gen Obada Orho Eso (Rtd), OFR, JSSC

Obada Orho Eso was born on 3^rd April 1939 at Ughelli North Local Government, Delta State and attended Hussay Collage, Warri, Delta State between 1953-58. He proceeded to the Regular Officers Training Collage, Teshie, Ghana (1959-60); Royal Military Academy, Sandhurst, England (1960-62); Young Officers Course, NMTC Kaduna, (1962) and Joint Service Staff Collage, Latimar, England (1968-1969).

Major General Obada started his working career as Survey Assistant Ministry of Land and Survey, Ibadan. He was a Platoon Commander, 2^nd Battalion, Abeokuta(1962); ADC to Dr. Nnamdi Azikwe, President Federal Republic of Nigeria (1964-66); Second in Command, (2i/c) NAF Kaduna(1966-67); Member, Supreme Military Council and GOC 4 Infantry Division, NA Lagos(1975-76); President, Special Military Tribunal(1976) and Federal Commissioner For Works (1976-77). He retired from the Nigerian Army with the Rank of Major General.

In the course of his service to the nation he bagged the following honours: Nigerian Independence Medal, Republic Medal, Nigerian Crises Medal, Nigerian Service Medal, Defense Service Medal, Forces Star, Order of Federal Republic, OFR.

He was National Vice-President, Hussey Collage Old Student Association and President- General, Agborho-Urhobo Improvement Union. A lover of Golf, he was the Chairman, Nigerian Golf Association.

Major General Obada was conferred with the title of Oto of Okpe-Urhobo in Okpe Kingdom and was appointed Federal Commissioner, RMAFC in May 2005.

EBONYI STATE

Chief (Dr.) Peter Amadi Nwankwo

Dr. Nwankwo was born on 11^th March 1934 in Ohukwu LGA in Ebonyi State. He attended St. Theresa’s School Abakalki and St. Patrick’s college Calabar for his Cambridge Overseas Certificate.

Dr. Nwankwo proceeded to Lincoln University Philadelphia, USA where he obtained a B.Sc. in Accounting/Psychology. He also obtained a M. Sc. in Management Accounting from the Mary Wood College Seration, Pennsylvania and completed a PhD in Business Finance at the Clinton University Livonia, Chicago, USA.

An upwardly mobile man, Dr. Nwankwo had been: Cashier, Abakaliki County, Eastern Region (1955-1957); Teacher at West Catholic High School, Philadelphia, USA (1965-1966); Lecturer at the Wilmington Community College, Delware, USA (1966-1969); Assistant Director of Finance with Association of Greater Wilmington Neighbouring Center, Delware, USA (1970-1971).

Dr. Nwankwo was also; Financial Controller, Ashamu Group of Companies, Isolo, Lagos (1984-1986); Director of Budget/Finance, Ashamu Group of Companies Isolo, Lagos (1987-1990); Member, State Land Allocation Committee, Enugu (1994-1995) and Chairman and Managing Director, CENPAC Nig Ltd and CENPAC International. Dr. Nwankwo is a member of several professional bodies including: National Society of Public Accountants, American Accounting Association and the Institute of Chartered Accountants of Nigeria.

He was appointed a Federal Commissioner in the Revenue Mobilisation Allocation and Fiscal Commission in 1999 and was re-appointed for another 5 year term in 2005.

EDO STATE

Chief Tom Uloko

Chief Thomas Oshioke Williams Uloko was born in Afowa-Uzaiure, Etsako-West LGA of Edo State on April 29^th, 1949. He holds a Higher National Diploma obtained from the Auchi Polytechnic, Auchi in Edo State (1983) and a M. Sc in Finance of the University of Calabar (2001).

Chief Uloko has attended several courses and seminars including some at, Junior Chambers of Commerce; Institute of Chartered Accountants of Nigeria; Nigerian Institute of Taxation and Nigerian Economic Summit Conference. He is a member of several professional bodies including: Institute of Bankers (London); Institute of Chartered Accountants of Nigeria (ICAN); Nigerian Institute of Management and Nigerian Institute of Taxation. He holds a Doctor of Divinity (DD) Honourary Degree of the Cleveland University of Theology, Tennessee.

Chief Uloko started his working career at our Lady of Fatimah Grammar School, Auchi (1968). He was at various times, Accounting Officer/Bank Inspector, Union Bank of Nigeria (1968-79); Senior Partner, S.S Afemikhe and Co. (Chartered Accountants 1985-91); Managing Partner, Uloko Thomas & Co. (Chartered Accountants 1992-1998) and Special Assistant to Governor of Edo State/Director, Edo State Liaison office, Abuja (1999-2000)

He was appointed a Federal Commissioner at the Revenue Mobilization Allocation and Fiscal Commission in 1999 and re-appointed for another 5 year term in 2005

EKITI STATE

Prince Adebisi Aladejana

Born on May 25^th, 1938 in Iworoko, Ekiti State, Prince Adebisi Aladejana attended Christ School Ado-Ekiti (1953-1957); Fourah Bay College, University College of Sierra Leone, Free town, Sierra Leone (B.A, Durham, International Relations, History and Philosophy, 1962-66); University of Ibadan (Post graduate Diploma in Librarianship, 1966-67) and University of Maryland USA (Library Administrators Certificate, 1975).

He started working in 1966 as Student Librarian, University of Ibadan; Reference Librarian, Ibadan University Library (1967); Librarian, Nigerian Institute of Social and Economic Research, University of Ibadan (1969-72); Managing Director, Bisi Books (Nig) Limited (1972-79); Resident Electoral Commissioner (Ondo, Bauchi, Gongola/Adamawa, Sokoto, 1989-93) and Project Coordinator, World Bank Financed Supply of Books and Journals to Federal Universities in Nigeria (1995-96.)

He has had administrative and managerial experiences and was member of different boards and has visited several states in Nigeria on national assignments. He is also involved with educational technology with participation at exhibitions and introduction of audiovisual collections and creations. He is a social analyst and has a lot of publications to his credit. He was appointed into the board of RMAFC in May 2005.

ENUGU STATE

Emmanuel Nnamani

Born on 31^st December 1950, in Umueze-Awkunanaw, Enugu State, Emmanuel Nnamani attended Central School, Awkunanaw (1957-61), Anambra State College of Education, Awka (1982-84) and Anambra State University of Science and Technology, Enugu (1987-89) from where he obtained a B.Sc (Hons) respectively.

Nnamani joined the state civil service where he served in various capacities including; Senior Personnel Officer (1994-97); Principal Personnel Officer/Head Special Services Department, Enugu State Security Council; Ag. Principal Secretary to the Governor (1999); Deputy Director/ Chief Administrative Officer to the Governor (1999-2002) and Permanent Secretary/Chief Administrative Officer to the Enugu State Governor (2002-2004).

Nnamani in the course of his service to the government of Enugu state was also at various times on several committees including; Secretary Reconciliatory Committee NURTW, Enugu State Council; Secretary, Government Task Force on Revenue Generation at Ogbete Main Market; Secretary Task Force on Revenue Generation, Enugu State (1998); Member, Finance and General Purposes Committee (Tenders Board), Enugu State (1999) and Chairman, Panel of Investigation on Income and Expenditure Accounts of the Local Government Councils in Enugu State.

Emmanuel Nnamani who enjoys Reading and Traveling was appointed to the RMAFC as Federal Commissioner in May 2005.

FEDERAL CAPITAL TERRITORY

Dr. Aliyu Daniel Baka Kwali

Born on 30^th September 1956 he attended Government Secondary School, Birnin Kebbi 1970-74 and Ahmadu Bello University, Zaria from where he obtained B.Sc Architecture and M.Sc Architecture (1974-81). He also attended Institute of Housing Studies Netherlands for his PGD, Housing (1985) and studied between 2000-2004 for his Ph.D in Public Administration and Policy Analysis at the University of Abuja.

He started his career with the Niger State Ministry of Works as Senior Architect at Niger Housing Corporation from where he transferred to Federal Mortgage Bank of Nigeria as AGM (project) and rose up to General Manager (Mortgage and Project). He was at one time a Director in Aso Savings and Loans.

Dr. Aliyu published and presented many papers which include Housing Policy and Housing Inequality in Nigeria (unpublished Ph.D thesis 2004), Mortgage Administration and Social Inequality in Nigeria: A case study of FMBN (University of Abuja seminar paper 2001) and many more.

He was also into politics for several years and was Aspirant, Federal House of Representatives; Aspirant, Chairman PDP FCT Chapter; Member PDP Board of Trustees FCT Chapter; Member, PDP National Screening Committee for FCT and Delegate PDP National Convention.

A member of some professional bodies such as MNIA, ARCON, and ANIM, Dr. Aliyu Daniel Baka Kwali was appointed to the RMAFC in May 2005.

GOMBE STATE

Saidu Mohammed

Born on January 1^st 1944, Saidu Mohammed had his primary school education in Gombe, rounding off in 1958. He also attended Bauchi Secondary School and Government Secondary School, Yola, for his secondary school education. In June 1970, he earned a Degree from the Abdullahi Bayero College campus of ABU Kano and in June 1983 completed a Masters Degree programme at the University of Pittsburgh, USA.

He also had courses at Staff Training Center, Potiskum; University of Ife; Royal Institute of Public Admin (RIPA) London; Reserve Bank of New York and Management Training Center, London.

Mohammed was appointed Admin officer and posted as Assistant Secretary II to Government House, North East Government in July 1970 and in January 1971 was posted to the Cabinet Office as Assistant Secretary. Between 1976-1977 he was Secretary to various Local Governments in Bauchi State.

He served in various capacities in the Bauchi state Government and rose to the position of a Permanent Secretary in November 1980. Before transferring his service to the Federal Government, Mohammed was Permanent Secretary in various Ministries in Bauchi State including, Governor’s Office; Lands, Housing and Environment; Rural Development and Co-operation; Works and Transport and lastly Education

At the Federal level he was Secretary for Finance and Admin, Federal Ministry of Education, between 1987 and 1988 and was transferred to Central Bank of Nigeria and appointed as Director of Personnel in March 1988. It was after his retirement from Central Bank that he was appointed Nigerian Ambassador to Indonesia in 1999 where he served till May 2003. He was appointed to the RMAFC in May 2005.

IMO STATE

Dr. (Hon.) Chief Otuokere U. Njaka

Born on November 10, 1940, in Akokwa, Ideato North LGA of Imo State, Dr. (Hon) Chief Otuokere U. Njaka, had his primary and secondary education in Nigeria. For his post-secondary education he went to the United States. He was at the National Technical Schools, Los Angeles; Loyola University of Los Angeles; University of Southern California and Dallas State College. His sojorn in the U.S. earned him a B.Sc. in Electrical Engineering, MBA in General Business, MBA in Finance and a PhD in International Business Management and Public Administration.

He started his working career as a tutor with Earnest Gems Grammar School, Akokwa and later as a Revenue Clerk at Board of Internal Revenue, Orlu. He was a Minority Leader (NPN) in Imo State House of Assembly in the Second Republic.

Mohammed D. Alkali was born on 17^th January, 1950 at Gumel, Gumel LGA of Jigawa state. He started his career as an Agricultural Instructor with Northern Nigeria Ministry of Agriculture, Kano Province and voluntarily resigned to engage in private practice.

Senator Mohammed became Commercial Manager at Messrs Umaru Na’Abba & Sons Limited; Chairman/ Managing Director, Amasons International Limited; Member, Board of Directors, Jos Steel Rolling Company Limited; Member, Board of Governors, Gumel Emirate Foundation and was elected Senator representing Jigawa North-West Senatorial District under PDP in 1999.

He attended Seminars and conferences in Nigeria and abroad during his tenure as Senator among which were; Aviation and Allied Business Conference, Abuja; Transparency International Conference, Durban South Africa; World Tourism Congress Conference, Rio De Janeiro, Brazil; Senate Representative of the Official Visit of Mr. President of the Federal Republic of Nigeria to the United Kingdom; Oil and Gas Seminar–London, UK and the China Trade and Exhibition Conference in Beijing, Peoples Republic of China.

KADUNA STATE

Alhaji Yakubu Shehu

Born in Guga, Kaduna State on 15^th March 1945, Alh. Yakubu Shehu attended Sokoto Teachers Colleges for his Grade II Teachers’ Certificate and the Advanced Teachers College, Zaria for his NCE. He was later at the Ahmadu Bello University, Zaria and graduated with a Bachelor of Science Degree in Economics.

Alhaji Shehu bagged a Postgraduate Diploma in Development and Planning from the Institute of Economic Development and Planning, Dakar, Senegal and attended several developmental courses in Dartmoth College, New Hampshire, USA; Institute of Management, Dublin, (Republic of Ireland), the World Bank and Finance Institutions in several Asian Countries.

Before he became the Managing Director/Chief Executive Officer – Bank of The North Ltd, he had served in several capacities in the public sector. He was a primary school teacher between January and October 1967, Principal Planning Officer, Ministry of Economic Planning, Kaduna State (1975-1981); Controller, Nigeria Industrial Development Bank Limited (NIDB); General Manager/Executive Director ICON Ltd (Merchant Bankers); Assistant General Manager, Nigeria Industrial Development Bank (N.I.D.B.).

He has to his credit many school prizes and service awards and was appointed a Federal Commissioner in the Revenue Mobilization Allocation and Fiscal Commission in 1999 and re-appointed for another 5 year term in 2005

KANO STATE

Amb Kabiru Rabiu

Kabiru Rabiu was born on 22^nd August 1946, in Kano, Kano state. He attended Shahuchi Elementary School Kano State (1953-56); City Senior Primary School (1957-59) and Bichi Teachers College Kano (1967-70). He was at Ahmadu Bello University (1970-73) where he obtained a B.A, and then University of Athens Ohio for his Masters in Arts (1974-76.)

Amb Rabiu started his working career in a primary school as a Teacher in Kano state. He was later made the headmaster. He left teaching and was made Assistant Inspector of Education Ministry of Education Kano. After going through other higher ranks in the same ministry, he moved to Nigerian Television Authority Kano as the Company Secretary.

He was Chairman Kano Rahamma Insurance Brokers; Managing Director, K.T Briam (Nig) Ltd and was appointed Ambassador- Extraordinary and Plenipotentiary to the Democratic and Peoples Republic of Algeria. He was appointed as a Federal Commissioner in the RMAFC in May 2005.

KATSAINA STATE

Alhaji Abu Gidado

Alhaji Abu Gidado was born on 2^nd of April 1940 in Katsina town. He studied at Barewa College, Zaria between 1960 and 1962 before proceeding to Ahmadu Bello University, Zaria (1962-1965) to bag a B.A. (Hon.) in Business Administration.

His wealth of experience spans various fields of endeavours beginning with his appointment as a sales trainee with Shell Nigeria Limited in 1965. He was promoted to senior sales representative in charge of Kano District in 1966 and later Jos. He rose to the position of Retail Manager North (1970-1973). He was also at Arewa Textiles where he served as Sales Manager from 1974 to 1975.

He was appointed Commissioner for Commerce and Industry in Kaduna State in 1975 and Commissioner for Finance (1976-78). He became the Deputy Chairman, State Executive Council that handed over to Civilian Administration in 1979 and returned to Arewa Textiles as General Manager for six years. He was also Deputy Managing Director, Peugeot Automobile Nigeria for four years.

Alhaji Gidado’s past schedules include, Member, Board of Directors, Peugeot Automobiles; Member, Board of Directors, Arewa Textiles; Member, Board of Governors, Kaduna Polytechnic; Member, Board of Directors, DPMS/IBM; Chairman, Katsina State Water Board. He served in TCPC Sub-Committee for Privatization and Commercialization in the Automotive Industry and was Director of some multinational conglomerates.

Alhaji Gidado who became Minister of State for Finance in 1995, Chaired the Federation Account Allocation Committee (FAAC) for about four years, represented Nigeria’s interest at African Development Bank (ADB), Cote D’Ivoire, and Afrexim bank, Egypt amongst others. He has won several awards locally and internationally. He joined the Revenue Mobilization Allocation and Fiscal Commission as Federal Commissioner in 1999 and was re-appointed for another 5 year term in 2005.

KEBBI STATE

Salihu Mohammad Jega mni, CON

Alhaji Salihu M. Jega was born on March 15^th, 1945 in Illo-Bagudu Area of Kebbi State. He attended Ahmadu Bello University, Zaria where he bagged a Postgraduate Diploma in Public Administration (PDPA) and later a Masters of Arts Degree in Public Administration.

He was also at the International Institute of Public Management, Washington D.C. (USA) where he received a Diploma in Financial and Human Resource Management.

He started his working career as a senior member of staff of the Nigerian Tobacco Company in 1965. Other appointments he held in the past include Asst. District Officer in charge of some areas in Sokoto State; Principal Assistant Secretary, Ministry of Health; Secretary, Sokoto Local Government Council; Ag. Deputy Permanent Secretary, Ministry of Agriculture and Natural Resources; Secretary, State Executive Council, Sokoto State and Executive Secretary, Sokoto Urban Development Authority. Between 1981-1988, he was Permanent Secretary in several ministries in Sokoto State before he became Director-General, State Civil Service Commission.

Alh. Jega who transferred his service from the state civil service to federal level as a director in 1989 moved to various ministries that included Ministries of Social Development, Youth and Sports; Culture and Social Welfare; Trade and Tourism and was Executive Director, Nigerian Tourist Board. In 1994, he was promoted Director-General, Federal Ministry of Labour and Productivity from where he moved to Ministry of Petroleum in 1996. It was in the Federal Ministry of Internal Affairs that he retired from the service in 1998.

Alhaji Jega who held several other positions at state and federal levels, is a member of the prestigious Institute of Policy and Strategic Studies, mni, received the national honours of Commander of the Order of the Niger, CON and was appointed to the RMAFC in 2001.

KWARA STATE

Senator Ahmed Baba Zuruq (Dan Masanin Patigi)

Ahmed Baba Zuruq was born on the 20^th October 1951 in Patigi LGA of Kwara state. He attended Patigi Primary School 1958-64 and Secondary school 1964-69. He obtained a Certificate in Corporation from the Kaduna Polytechnic in 1971, OND in Business Studies from Red Bridge Technical College, Romford, Ilford, London 1973-75; HND in Business Studies from South West London College, Tooting Broadway, London in the year 1975-77 and a Post Graduate Certificate from Center for Marketing and Business Studies, Trinity Road, London.

He started his working career with Kwara Government where he rose to the position of Marketing and Admin Manager, then went to SCOA Motors as Branch Manger to BKB International Co. LTD. He was with Zuruq International LTD as Group Managing Director and later Hikmas International Nig. Ltd as Managing Director. During his career he got many appointments in the State and Federal levels that include, Sole Administrator Kwara State Government Investment Corporation; Director Gate-way Insurance Company; Director Kwara Industrial Development Fund (IDF) Patigi Local Government Chapter and was elected Senator Kwara North. He was appointed to the RMAFC in May 2005.

KOGI STATE

Hon. Ignatius A. Amadu (KSJ)

Born on December 1946 at Avrugo, Igalamela/Odolu, Kogo state, Hon Ignatius had his Primary/Secondary School in his home town. He later went to Ahmadu Bello University, Zaria (ABU) from 1975-78 were he got his B.sc (Hon) in Political Science, and University of Nigeria, Nsukka between 1989-91 for his MBA in Personnel Administration.

He started his career as a classroom teacher, and later moved to the Federal Polytechnic Idah were he rose to the Post of Registrar. From there he became Director-General, Ministry of Economic Affairs, Director-General, Ministry of Finance and later Commissioner in the different ministries of Health, Social Welfare, Youth and Sport.

Other posts he held include Director Bank of the North, pioneer member, Kogi State Polytechnic Governing Councils, Sole Administrator Kogi State Hospital Management Board, First Proprietor Representative Avrogo District Secondary School among others.

Hon. Ignatius has been actively involved in social and political activities. He was a leading member, NRC in Idah LGA; Member ANPP, Kogi East Senatorial District Caucus and Member 2003 Gubernatorial Election Logistics Committee, representing Igalemela/Odolu LGA among others. Among his publications are: The Declining Status of Attah Institution in Igala-Land (July1978), Crises Management In Tertiary Institutions (March1991) and Government For Beginners (still in print).

Hon. Ignatius A. Amadu was appointed Federal Commissioner, RMAFC in May 2005.

LAGOS STATE

Omokayode Aremu Anjorin

Aremu Anjorin was born in Addo, Lagos Island Local government of Lagos State on February 14^th, 1939 and attended Native Authority School Addo (1945-1947); Methodist School, Ikorodu (1948-1952) and Colony Teachers Training College, Ikorodu (1955-1956)

Anjorin holds a B.Sc (Business Administration) obtained from the University of Lagos in 1966 and a D.P.A earned from the University of Ife in 1968. He also has a certificate in Public Administration (RIPA) London and a Certificate in Project Analysis obtained from Bradford University, U. K

Anjorin started out as a Pupil Teacher, Native Authority School, Ipakodo, Ikorodu (1954) and was later Cadet Supervisor, Central Bank of Nigeria. He joined the public service in 1966 and served in the following capacities: Administrative Officer, Western Region of Nigeria (1966-68); Administrative Officer, Lagos State Ministry of Finance and Economic Development (1968-74); Deputy Permanent Secretary, Lagos State Ministry of Finance (1974-75); Secretary, Public Service Commission, Lagos State (1975-77) and Deputy Permanent Secretary, Office of the Secretary to the Military Government and Head of Service (April-Sept 78).

Alh. Anjorin was promoted Permanent Secretary in October 1978 and served in various offices including: Office of the Secretary to the Military Government and Head of Service (1978-79); Ministry of Trade and Industry (April-Sept. 1979); Ministry of Works (1979-83); Ministry of Finance and Economic Planning (1984-86) and Ministry of Education (1986-87).

He was appointed Acting Secretary to the Military Government and Head of Service in 1986 and retired in 1987.

He took up appointment as Managing Director, Credence Nigeria Ltd, Lagos in 1987; became Chairman, Fenton-Keynes Finances Ltd in 1991 and was appointed National Commissioner, National Electoral Commission of Nigeria (NECON) in 1995.

He was appointed a Federal Commissioner in the RMAFC in 2001

NASARAWA STATE

Prof. Onje Gye-Wado

Prof. Onje Gye-Wado, was born on the 29^th of July 1954 in Rinza, Wamba, Nasarawa State. He attended RCM Primary School, Wamba (FSLC, 1967); Mada Hills Secondary School, Akwanga (WASC, 1972); School of Basic Studies, ABU Zaria (Cert, 1974); Ahmadu Bello University, Zaria (LL.B, 1977); Nigerian Law School, Lagos (B.L, 1978); University of London, London (LL.M, 1981) and University of Nigeria, Nsukka (Ph.D, 1987).

His working career spanned stints at the Ministry of Justice (N.Y.S.C, 1978-79); Magistrate, Plateau State Judiciary (1979-80); Lecturer, University of Jos (1982-89); Research Fellow, Nigeria Institute of International Affairs, Lagos (1989-91); Lecturer, University of Jos (1992-99) and Visiting Research Fellow (Sabbatical) Nigerian Institute of Advanced Legal Studies, Lagos 1999.

He has held other positions. He was H.O.D Public and Private Law (1993-94) and later, H.O.D Property and Commercial Law (1997-99) all at the University of Jos. He has reached the academic rank of an Associate professor.

Prof. Gye-Wado has also held other public offices; Member, Governing Council, University of Jos (1994); Member, Constituent Assembly, Abuja (1988-89) Deputy Governor, Nasarawa State (1999-03) and Member Nigerian Football Association, Abuja (2002-Date.)

He belongs to various Professional Associations and has received several awards and honors including Vice-Chancellor’s prize for the best graduating postgraduate candidate of the faculty of Law, University of Nigeria, Nsukka in 1987. His hobbies include Public Affairs, Sports and Traveling and he was appointed to the RMAFC, Abuja in May 2005.

NIGER STATE

Alhaji Muhammed E. Enagi

Alhaji Muhamed E. Enagi was born in Dikku area of Niger State on January 1, 1936. Apart from his elementary and middle school, which he did in Niger State, he attended Government Secondary School Katsina (1953-1954), Government Secondary School Okene (1955-1956) and Nigeria College Zaria (1957-1959).

Alh. Enagi had further training at Nigeria College, Zaria (1959-1960) Leeds University (1963-1964) and University of Wisconsin, Madison (1974-1976). He was wide experience in education where he started off as a teacher in 1961 and rose to Director of Education in 1976 before he became Permanent Secretary in the State Government Service in 1979 up to 1982.

Alhaji Enagi has been a member of several government bodies at state and federal levels including; National Library Board (1978-1982); Governing Council, University of Calabar (1985-1987); Implementation Committee, National Policy on Education (1987-1991), West African Examination Council (WAEC) (1987-1998).

He holds the traditional title of Sarkin Mallaman Nupe and became a member of the Revenue Mobilisation Allocation and Fiscal Commission in 1999.

OGUN STATE

Adebayo Aremu Adeyemi

Adebayo Adeyemi was born on 30^th, December 1941 and enrolled at the Baptist Boys High School, Abeokuta in 1956, passing out in 1960. He obtained a B.Sc in Accounting from the University of Lagos in 1967 and an MBA from the University of Ibadan in 1982.

He began his working career as an Audit Trainee at Peat Marwick Cassleton Eliot & Co, a Chartered Accounting firm in June 1967. He was also at various times a staff with USAID, Western State Audit Department and Ogun State Water Corporation. In 1990, Adebayo joined Gateway Bank of Nigeria Limited as Manager and rose through the ranks to become General Manager in December 1993.

He was the Managing Partner, Adebayo Adeyemi & Co (Certified National Accountants), position he held from 1996 until he was appointed to the RMAFC in May 2005. Adebayo is a Fellow, Association of National Accountants of Nigeria (FCNA), Member, Nigeria Institute of Management (MNIM) and Member, Institute of Management Consultants of Nigeria (AMIMC). Adebayo Adeyemi was appointed Federal Commissioner, RMAFC in May 2005.

ONDO STATE

Chief Abitogun Oladopo Ojo

Chief Abitogun Oladopo Ojo who is from Uso, Owo Local Government Area of Ondo State, was born on 3^rd of July, 1945 in Akure. He attended the following school: St Andrews Primary School Uso (1949-54); St. Peter’s Primary School, Uso (1955-56); L.A Secondary Model School, Akure (1957-58); Imade College, Owo (1959-63); University of Ife School of Agriculture, Akure(1965-67); Bishop College Dallas, Texas, USA (1971-74); The University of Texas, Arlington, Texas, USA (1974-75) and University of Ife, Ile-Ife (1984-85). He has also attended other professional courses.

He worked in various part-time positions in the USA as a student to finance his studies. In 1975 when he returned to Nigeria, he worked as a Graduate Teacher, Information Officer, and Admin Officer in various ministries and extra ministerial departments. He was later made General Manager, Tourism Board, appointed DG and later Permanent Secretary in Ondo State.

He held other positions like Principal Secretary Recruitment and Training, Office of the Military Governor, Akure(1985-86); Principal Admin. Secretary (Political), National Electoral Commission (1987-88); Deputy Director (Establishment), Office of the Military Governor, Akure (1988-89); Director (Parastatals), Political and Economic Affairs Department, Office of the Military Governor, Akure (1989); Director of Personnel, Ministry of Social Development, Youths and Sports, Akure (1989-90) and Director of Personnel, Ondo State House of Assembly, Akure (1991-92).

Chief Abitogun Oladopo Ojo who loves tourism and sports has published literary works including a collection of Poems entitled “Thoughts and Reflection,” and autobiography entitled “In the Basin of two Rivers.” He was appointed into the board of the RMAFC in May 2005.

OSUN STATE

Otumba Oladesi Ariyibi

Born on the 15^th of January 1942 in Iwara-Ilesha, Osun state, he attended the Baptist Teachers Training College, Ede in 1961-66 and University of Ife (Obafemi Awolowo), Ile-Ife 1969-73.

Ariyibi who holds a B.Sc in Economics taught for a while before joining National Bank of Nigeria Ltd in 1976. He was Chairman/ Chief Executive, Harry Bee Nigeria Ltd, Fund Link Finance and Investment Limited and Y-Com & Associates Ltd.

Otumba Ariyibi who became the Osun state Commissioner for Finance in February 1994, has served the state in various capacities including; Member, Osun State Allocation Committee, Member Osun State Tenders Board and Member, Osun State Treasury Board. He was also Chairman Local Government Treasury Board; Chairman Osun State Pay-At-Sight Committee, Chairman Osun State Committee on Petroleum Trust Fund, Chairman Osun State Budget Implementation Committee, Chairman Osun State Trade Fair Planning Committee 1992-94, and Member Federation Accounts Allocation Committee.

Otumba who is a member of several Chambers of Commerce, Industry, Mines and Agriculture was also an Associate Member of Nigerian Institute of Bankers and belongs to several social clubs. Very widely traveled, he was appointed Federal Commissioner, RMAFC, in May 2005.

OYO STATE

Chief Ayanlayo Ayandele

Chief Ayandele was born on 8^th November 1936 in Ogbomoso area of Oyo State. He had his primary education at Baptist Day School, Ogbomoso and secondary education at Offa Grammar School from where he obtained a WASC in division 1. He also obtained a H.S.C from the Ibadan Grammar School in 1959 and attended several Technical and Management courses both locally and overseas.

Ayandele began his working career as a Teacher at the Baptist Secondary School, Ogbomoso in 1957 and later joined the Nigerian Tobacco Company as a Management Trainee in 1960. He served as Commissioner of the Ministries of Local Government, Information and Social Services and Education between 1988 and 1991 and was later appointed Special Adviser to the Oyo State Government on Local Government and Chieftaincy Matters. He was elected Senator, Oyo North Senatorial District and served in various senate committees between July 1992 and November 1993. He was at various times Chairman, Oyo State Task Force on Direct Labour Projects and Chairman, Public Works Agency, Oyo State between 1998 and 2000.

Chief Ayandele who is an Associate Member, Nigerian Institute of Management and Member, Institute of Personnel Management of Nigeria was appointed Federal Commissioner, RMAFC in May 2005.

PLATEAU STATE

Chief John Mankilik

Born on February 20^th, 1950, Chief John Mankilik attended Government Commercial College, Zagu (1966-1970), College of Business Administration Studies, Kaduna Polytechnic (1971-1973), South West London Polytechnic, London and Arthur Dr. Little Graduate School of Management, Cambridge (1984-1985). He also holds other Professional Certificates from the Nigerian Institute of Management and Royal Institute of Public Administration (RIPA) London.

He started his working career as an Administrative Assistant, ABU Zaria (1973-1975); Lecturer, School of Management Studies, Kano Polytechnic (1978-1979); and was also in Senior Management Position at Continental Merchant Bank Nigeria PLC and Plateau Investment Company Limited (1979-1984).

Chief Mankilik was a Commissioner for Works, Housing and Transport in Plateau State in the early 90s. Before this he was Honorary Secretary, Plateau Chamber of Commerce, Industry, Mines and Agriculture, Plateau State Branch; Member, Plateau State General Supplies and Distribution Agency Limited and Director, Butura Community Bank.

In 1998/99 he was Governorship Aspirant under PDP Platform in Plateau State.

He was appointed Federal Commissioner, Revenue Mobilisation Allocation and Fiscal Commission in 1999 and was re-appointed for another 5 year term in 2005.

SOKOTO STATE

Hon Bello G. Kware

Hon Bello Kware was born in Kware town of Sokoto State in 1951. He started his education at Magajin Gari Primary School (1959-65) and was at Nizzamiya School Sokoto (1965-67). Hon. Kware also attended Sultan Abubakar College (1967-1971) and the Kaduna Polytechnic in 1976. He has a Diploma in Accounting obtained from the Kaduna Polytechnic in 1980.

Hon. Kware was a teacher in Tambuwal and Nizzamiya Schools between 1971 and 1974. He was Finance Clerk (1974-1976); Department Accountant, Sokoto Local Authority; Revenue Officer of the then Sokoto Local Authority and Later Chief Accountant (SUDA) Sokoto.

Hon. Kware was a member, Constituent Assembly (1988); Chairman Sokoto State Youth Council; Member, Sokoto State House of Assembly; Elected Deputy Speaker, Sokoto State House of Assembly (1990-1992) and was State Treasurer of the People’s Democratic Party, Sokoto State.

Hon. Bello Kware joined the Revenue Mobilization Allocation and Fiscal Commission as Federal Commissioner in 1999 and was re-appointed for another 5 year term in 2005.

TARABA STATE

Mr. Useni Gangum

Born on the 31^st of December 1946 in Taraba State, Mr. Useni Gangum had his primary and secondary school education in old Benue Plateau State between 1953 and 1966. Between 1967 and 69 he was at the Federal School of Science, Lagos where he completed his H. Sc. programme. He also obtained a Diploma in Public Accounts and Audit from the Kaduna Polytechnic in 1968.

Mr. Gangum has wide experience in the civil service. He was at the Benue Plateau Civil Service between 1970-1976 and the Gongola State Civil Service between 1976-1991. He was Accountant, Ministry of Trade and Industry (1978-79), Accountant, Expenditure Control, Office of the State Accountant-General (1978-1980); Senior Accountant/Secretary Local Government Fund; Chief Accountant I/C NEC - Gongola State; Director of Treasury – Gongola and Taraba States (1991-1993) and Accountant-General, Taraba State between 1992 and 1999.

Mr. Gangum became a Federal Commissioner in Revenue Mobilisation Allocation and Fiscal Commission on the 20^th November 2003.

YOBE STATE

Alhaji Isa Geidam

Alhaji Isa Geidam was born on January 11^th 1947, at Geidam in Yobe state.He attended Yelwa Primary School in Geidam between 1955-61 and Government College Maiduguri (1962-66). He obtained a Diploma in Building and Civil Engineering at Kaduna Polytechnic (1967-69); Higher Technician Diploma in (Construction) Kaduna Polytechnic (1971-73); B.Sc in Agricultural Engineering (Irrigation & Drainage) Kansas State University, USA (1975-78) and M.Sc in Agricultural Engineering (Soil & water) Cranfield Institute of Technology, United Kingdom (1983-84).

He began his working career in 1968 in all aspects of Irrigation Development in Gongola, Taraba, Yobe, and Borno States. He was also involved in Survey, Design, Maintenance and Construction of the Yobe and Ngalda Irrigation Schemes. His practical experiences came to bear in the development of 1,000 hectares of South Chad Irrigation project in 1979; Sprinkler Schemes at Geidam, Nguru Wachakal and other places and Monitoring DFRRI programmes namely, Rural Feeder Roads, Water Supply, Electrification and Agriculture in Bauchi and Plateau States in 1987.

He was also involved in Afforestation programme; First Animal Drug Revolving Scheme in 1991; Development of Sambisa Game Reserve; Edict on Donkeys and Horses and the establishment of Transhumance (Cattle Route) from Geidam to Shani. Alhaji Geidam was also involved in the setting up of the Ministry of Agriculture and Deployment of staff & equipment in Yobe when the state was created.

Alhaji Geidam has held several public appointments notable among which include; Honorable Commissioner for Animal and Forest Resources, Borno state (Jan-Aug 1991); Special Assistant to the Military Administrator, Yobe State (September-December 1991); Director-General, Ministry of Agriculture, Yobe State (Jan-Aug 1992); Director-General, Admin & General Services, Yobe State (Sept 1992-July 93); Acting Secretary to Yobe State Government (1993); DG Yobe Liaison Offices (Lagos, Abuja) (July 1993-Feb. 94); Honorable Commissioner for Agriculture (Jan-Aug 1995) and PTF State Representative Zonal Consultative Committee, NE Zone (1997-99). He was appointed Federal Commissioner, RMAFC in May 2005.

ZAMFARA STATE

Amb. Mohammed Jabbi

Mohammed Jabbi was born in the year 1947 at Maradun in Zamfara State. He attended Maradun and Kotorkoshi Primary School (1953-59), Provincial Secondary School (1960-64) and proceeded to the Federal Training Center, Kaduna for his Stenography Grade 1(1965-66). He went for further studies at the South West London College between 1970 and 1972 where he bagged National Diploma, Business Studies and later went to the University of Aston in Birmingham, UK for his Post Graduate Diploma in Business Administration between 1972 and 1973.

Jabbi started his working career with Defence Industry Corporation, Kaduna in 1967. He moved over to John Holt Limited, as Senior Manager In Charge of Kaduna Ventures (1974-79). Between 1979 and 1980 he worked with the National Supply Company as Principal Marketing Officer. He was Commissioner of Commerce, Industries and Tourism in Zamfara state between 1997 and 1999 and became Nigeria’s Ambassador to Tunisia 1999 where he served the country till May 2003.

Jabbi was board member in several institutions including; Sokoto State Hotels Board; Nigeria Cotton Board, Northern Cotton Ginneries ltd, Zaria; Federal University of Technology, Akure, Ondo State and Chairman, Housing Corporation, Zamfara State. He was appointed Federal Commissioner, RMAFC in May 2005.
